Vendor Policies

Vendor Lessee must obtain at his own expense, and submit to the Riverside County Carnival LLC or more policies of insurance that will afford protection coverage for the duration of the Riverside County Carnival (including set-up before and tear-down after the Carnival) in accordance with the requirements set forth below:

Complete the Vendor Application

Click the vendor application link below and complete the form in full. A $50 deposit is required at the time of submission. If an application is rejected for any reason other than failure to provide required documents or failure to sign required agreements, the deposit will be refunded.

Application Review

Applications are typically reviewed within 3–5 business days. You will be notified by email once a decision is made.

Invoice & Space Reservation

If approved, an invoice will be emailed to you. Booth space is not reserved until the invoice is paid in full and required documents have been received.

DocuSign Packet

After payment is received, you will be sent a DocuSign packet. All terms and conditions must be signed before proceeding to the next step.

Required Uploads

Vendors will be prompted to upload the following documents (as applicable):

  • General liability insurance (Certificate of Insurance)

    • Business license

    • Seller’s permit (if applicable)

    • Food handling and health documentation (food vendors only)

Final Confirmation

Once all items are received and verified, you will receive a confirmation email stating that you are fully registered and cleared for the event.

Insurance Requirements

A. Workers’ Compensation (If Required)

If required by California law, Vendor/Lessee shall maintain workers’ compensation insurance for all employees working at or in connection with the Carnival. Vendor/Lessee acknowledges that its employees are not employees of Riverside County Carnival LLC under any circumstances.

B. Commercial General Liability (CGL) and Property Damage

Vendor/Lessee shall obtain and maintain Commercial General Liability insurance written on an occurrence form, covering claims for bodily injury (including wrongful death), property damage, and products/completed operations arising out of the Vendor/Lessee’s operations, including the construction, operation, removal, or products of the concession.

Minimum limits required:

  • Bodily Injury: $1,000,000 each person / $1,000,000 each occurrence

  • Property Damage: $1,000,000 each occurrence

  • General Aggregate: $2,000,000

Product Liability: CGL coverage must include products liability for all food, beverages, and merchandise sold, distributed, or served.

Proof of Insurance / Additional Insured

All exhibitors and concessionaires must provide a Certificate of Insurance (and endorsement(s) if required) evidencing the required coverage.

The Certificate of Insurance must name:
“Riverside County Carnival LLC”, Outlets at Lake Elsinore
c/o Athena Management, Inc., and “City of Lake Elsinore its officers, elected and appointed officials, officers, agents, and employees” as ADDITIONAL INSURED.

Failure to provide acceptable proof of insurance by required deadlines may result in cancellation of the rental agreement, loss of participation privileges, and/or forfeiture of renewal privileges. Vendor booth fees are non-refundable.

Optional Insurance Assistance

Insurance coverage may be arranged through Riverside County Carnival LLC and its local insurance partners upon request, for an additional fee.

Food Vendor Compliance (Booths + Trucks/Trailers)

All food vendors—including pre-packaged vendors, food booths, and food trucks/trailers—must comply with Riverside County food handler guidelines and all applicable City of Lake Elsinore rules and regulations.

Failure to comply with any requirements that impact the safe and orderly operation of the Carnival may result in the vendor being prohibited from operating, and no refunds will be issued
