BEFORE YOU SIGN UP
Canopy & Insurance
Must provide your own canopy and a certificate of insurance (COI) naming Riverside County Carnival LLC as an additional insured.
Food Vendor Permits
Food vendors must hold valid Riverside County permits and pass all inspections. The carnival can cover your Temporary Food Facility permit for a fee.
Electricity Add-on
Electricity is available for +$100 if requested. Power runs during carnival operational hours only, not 24/7.
HOW IT WORKS

Pick the booth that fits your business. Every booth covers all three carnival days.

Your name, business name, phone, email, and website.

Documents & Uploads
Certificate of insurance (COI), plus your City of Lake Elsinore permit, food handlers permit, and TFF permit when they apply to you.

Required Acknowledgments
Review and accept each policy below before your application is submitted.

Submit & Pay
Complete payment to secure your booth. You are not a vendor until your application is approved in writing by Riverside County Carnival LLC.
LOAD-IN
Load-in is the day before the carnival. Exact times are announced to approved vendors.
TEARDOWN
No teardowns during the carnival. All booths stay set up for the full three days.
NO REFUNDS
Booth purchases are non-refundable. Overnight items left at your booth are at your own risk.
INSURANCE REQUIREMENTS
REQUIRED COVERAGE
Insurance Required (Full Event Window)
Vendors must obtain insurance at their own expense and submit proof covering the full duration of the event, including setup before and teardown after.
Workers' Compensation (If Required)
If required by California law, vendors must maintain workers' compensation for all employees working at or in connection with the event. Vendor employees are not event employees.
Commercial General Liability (CGL) + Property Damage
Vendors must maintain occurrence-based CGL covering bodily injury (including wrongful death), property damage, and products/completed operations arising from vendor operations including construction, operation, removal, or products.
Minimum Insurance Limits
Bodily injury: $1,000,000 each person / $1,000,000 each occurrence. Property damage: $1,000,000 each occurrence. General aggregate: $2,000,000.
Product Liability
CGL must include products liability for all food, beverages, and merchandise sold, distributed, or served.
Proof of Insurance + Additional Insured
Vendors must provide a Certificate of Insurance (and endorsements if required) naming Riverside County Carnival LLC, Outlets at Lake Elsinore (c/o Athena Management, Inc.), and the City of Lake Elsinore (including its officers/officials/agents/employees) as Additional Insured.
Missing/Unacceptable Insurance Can Cancel Participation
Failure to provide acceptable proof by required deadlines may result in cancellation, loss of participation privileges, and/or forfeiture of renewal privileges. Vendor booth fees are non-refundable.
Optional Insurance Assistance
Insurance coverage may be arranged through the event and local insurance partners upon request for an additional fee.
FOOD VENDOR COMPLIANCE
Food Vendor Compliance
All food vendors (including pre-packaged, booth food sales, and food trucks/trailers) must comply with Riverside County food handler guidelines and all applicable City rules and regulations.
Noncompliance = No Operation / No Refund
Failure to comply with requirements that impact safe and orderly operation may result in the vendor being prohibited from operating, and no refunds will be issued.
